Having worked for an ISP, I can tell you that they'll say that the first time around no matter where the problem is. Basically they just wanted to close your CS ticket to make their stats look better. I can pretty much guarantee they did zero faultfinding or troubleshooting. it's down to badgering them until they can be bothered to pull their finger out.
I'm getting the exact same problem, BTW. It's fine through my ISP (Zen Internet), then massive packet loss when the route hits above.net/CPP handover.

Agreed. The only relevance of having Zen as an ISP is that they use Above.net as a peering partner.

it might not be CCP's issue, but it's costing them customer satisfaction, and ultimately that leads to cold, hard cash. It would benefit CCp to get in contact with Above.net and ask them what the hell's going on.

That's a UK-based company called InterRoute.

Agent Known: It's affecting a number of countries. The common theme is they all route through Above.net. Chances are they've just got a duff router or something. Like I said earlier, it's a matter of bugging them til they get off their rears and check their hardware.
Edit: Having looked at the Packet Exchange website, it looks like they supply back-end network hardware. I'd guess that "213-152.240-250.PXu259.above.net" is a particular piece of hardware in Above.net's network, supplied or leased by Packet Exchange. That's the one that's giving the problems.
